Permits and Inspections

The right permit starts with the property address. Find the electrical inspection authority for your community before work begins.

Your physical property address determines the electrical permitting authority. Plan required inspection stages before wiring is covered or equipment is connected.

Who handles your electrical permit?

Inside Vancouver city limits, the City of Vancouver issues electrical permits and performs electrical inspections. In the other cities and towns listed below, and in unincorporated Clark and Cowlitz counties, Washington State Department of Labor & Industries (L&I) handles electrical permitting and inspections.

A mailing city or ZIP code does not establish jurisdiction. A Vancouver mailing address outside city limits generally falls under L&I. Neighborhoods near city boundaries may include both incorporated and unincorporated properties. Confirm the actual jobsite using L&I’s electrical jurisdiction guidance before applying.

Woodland properties inside city limits use the City of Woodland for building matters, whether in Clark or Cowlitz County. Outside city limits, contact the county where the property is located. Woodland’s permit guidance confirms that L&I handles its electrical permits and inspections.

Unincorporated Clark County

For properties outside city and town limits, L&I is the electrical permit and inspection authority. Clark County handles county building and land-use permits. The Clark County Permit Center confirms that the county does not issue electrical permits.

The following communities include unincorporated areas. Where a community name also extends into a city, use the property’s actual boundary status to choose the authority.

For all unincorporated properties in these communities: electrical permits and inspections, Washington L&I; building and land-use permits, Clark County.

Unincorporated Cowlitz County

Ariel and Cougar are in Cowlitz County. For unincorporated properties here, Washington L&I handles electrical permits and inspections. Cowlitz County handles building and planning permits, including for properties outside Woodland city limits on the Cowlitz County side.

Cowlitz County’s permit guidance confirms the electrical permit authority. Contact Cowlitz County Building & Planning for separate building or land-use requirements.

Plan permits into the project

Before work starts

Most electrical installations, repairs, and replacements require a permit, with specific exceptions. Discuss the scope and permitting responsibility before the job begins. For work performed by an electrical contractor, the contractor obtains the required electrical permit. See L&I’s electrical permit basics for requirements and exceptions.

Before wiring is covered

Arrange the required inspections with the authority that issued the electrical permit. Keep work accessible for inspection and confirm any rough-in, service, and final inspection stages that apply to the project. Electrical approval is separate from any building inspection or utility connection requirements.

Bring the address and project details

Send Colt the physical property address, the work you have in mind, and any existing permit numbers or inspection correction notices. Those details help clarify the next steps for your estimate.
